James Kinney has been named mayor by a unanimous vote of the City Council, and Ruth Gralow has been chosen as mayor pro tem. The office of mayor is rotated annually among council members. An attorney and council member for 1 1/2 years, Kinney succeeds outgoing Mayor Ronald Florance. Gralow, a part-time nurse, was appointed to the council six months ago to fill an unexpired term. The new council leaders will be sworn in at a special council meeting Tuesday.
