Judge Enforces Alien Law

TOKYO — A judge in a southwestern city Friday fined a South Korean missionary and his Japanese-born daughter $40 each for refusing to be fingerprinted under the country’s controversial alien registration law. Foreign residents, especially Koreans, have protested that the law is discriminatory and treats them as criminals.
