The European Community’s chief trade negotiator said he was confident that Europe and the United States can settle a dispute over farm subsidies that is threatening to turn into a trade war. But EC Commissioner Frans Andriessen, speaking after a two-day meeting of trade ministers in Hatfield, England, said he had no immediate plans to meet with U.S. negotiators.
