Rain, Winds, High Tides Hit Gulf Coast

Tropical Storm Frances brought at least 10 inches of rain, gusty winds and high tides to the Gulf Coast, stranding fishermen, swallowing beaches and prompting evacuations. In Port Mansfield, a small fishing community in southern Texas, residents had their boats secured and plywood cut, waiting for whatever Frances might bring. As Frances remained nearly stationary offshore, tropical storm warnings were issued for the coasts of Louisiana, Texas and into Mexico.
