Government Holds Peace Talks With Foes

President Hugo Chavez’s government and his opponents held wary talks in a quiet mountain seminary aimed at negotiating an electoral solution to their long-running political conflict.
Seven months after the populist president survived a brief coup, the San Jose Seminary on the outskirts of Caracas became the center of a tentative peace dialogue. Organization of American States Secretary-General Cesar Gaviria, who brokered the talks, appealed to both sides for moderation.
