Man Ruled Unfit for Trial in Carjack Death

Jose Luis Chichipa, the Mira Loma man accused of dragging a Walnut man to death during an attempted carjacking at Ontario International Airport in March, was deemed incompetent to stand trial by a San Bernardino County Superior Court judge Thursday.
Judge Mary Fuller considered a psychological evaluation of Chichipa, 40, before ruling Chichipa to return to court Oct. 9 for assignment to a psychiatric hospital. Chichipa is charged with killing liquor store owner Seok Young Rhee, 55, on March 24.
