Heroin program made permanent

Voters made the world’s most comprehensive legalized heroin program permanent by an overwhelming margin.
The heroin program, started in 1994, is offered in 23 centers across Switzerland.
About 1,300 addicts who have not been helped by other therapies receive carefully measured doses twice a day at the centers.
Proponents say the program has helped eliminate large groups of drug users shooting up openly in parks in many cities, reduced crime and improved the health of addicts.
